Certain Councillors in the ruling group are very concerned about the potential financial and political implications.
The Parking Services manager was aware that the tickets were non-compliant in May last year (NPAS Circular BC 188. It is a very serious matter especially when some people have been targeted by bailiffs following non-compliant PCNs.
Claims for maladministration and possibly misfeasance will undoubtedly follow.
The law is a two way street and local authorities are now squealing that it isn't fair.
Perhaps if they hadn't been so draconian and arrogant (1 inch over the line, 1 minute late back to the meter etc) then the public might have a little more sympathy with their plight.
